Matthew Holmes is junior counsel specialising in adminstrative law,  judicial review/habeas corpus proceedings, general practise, and criminal law with a particular focus on regulatory law.He acts both for and against the state.

He is the author of a number of legal textbooks and articles focussing on administrative law and criminal law. He provides the commentary on Westlaw’s Consolidated Circuit Court Rules.  He is also a committee member of the IACBA, the Immigration Asylum and Citizenship Bar Association and was previously a member of ICBA the Irish Criminal Bar Association. He has taught in a number of Irish third level institutions, most notibly lecturing EU law in DIT. He is a tribunal member on IPAT, the International Protection Appeals Tribunal.
